国际科技术语政策研究基地成立于2025年,由全国科技名词审定委员会与同济大学共建,是聚焦科技术语政策与规划研究的新型学术智库。基地致力于服务科技强国建设中的术语政策与规划研究,旨在成为国内一流、国际知名的集学术研究、人才培养、社会服务与国际合作于一体的术语研究机构。

基地由沈骑担任主任,郭屹炜、胡琪担任副主任,郭亚东担任秘书长,郭书谏、陈宇担任副秘书长。目前基地团队由二十余位校内外专兼职研究人员组成。

基地承担学术研究、人才培养与社会服务三大职能。在学术研究方面,基地构建服务国家战略科技力量建设的科技术语外译资源库与国际科技术语政策动态数据库,系统译介国际术语学理论,出版相关专著、论文集及年度研究报告。在人才培养方面,基地开设科技术语学导论”“国际术语政策专题等课程,将相关方向纳入硕士及博士研究生培养体系,定期举办专著研读会与政策案例分析工作坊,邀请国内外专家开展讲座,并指导学生参与学术会议、发表成果。在社会服务方面,基地围绕国家语言文字治理与科技话语体系建设需求,向有关部门提交咨询报告,依托术语政策与规划研究”“语言治理通讯等学术公众号发布政策解读与国际动态分析,并与科研机构及科技企业合作,提供术语规范化咨询、多语种校对及数据资源服务。

The Center for International Terminology Policy and Planning (CITPP), established in 2025, is jointly founded by the China National Committee for Terminology in Science and Technology and Tongji University. It is a new-type academic think tank dedicated to research on science and technology terminology policy and planning, committed to serving terminology policy and planning research in support of China’s development as a leading science and technology power, with the aim of becoming a first-class domestic and internationally renowned institution integrating academic research, talent training, social services and international cooperation.

The Center is led by SHEN Qi as Director, with GUO Yiwei and HU Qi as Deputy Directors, GUO Yadong as Secretary-General, and GUO Shujian and CHEN Yu as Deputy Secretaries-General. The research team currently consists of more than twenty full-time and part-time researchers from both inside and outside Tongji University.

The Center undertakes three core functions: academic research, talent training and social services. In academic research, it builds a multilingual translation resource database and a dynamic database on international terminology policy in support of China’s strategic scientific and technological capacity, systematically translates international terminology theories, and publishes monographs, anthologies and annual reports. In talent training, it offers courses such as “Introduction to Terminology in Science and Technology” and “International Terminology Policy”, incorporates relevant directions into its master’s and doctoral programs, holds regular monograph seminars and policy case workshops, invites domestic and international experts for lectures, and guides students in conference participation and publication. In social services, it submits advisory reports to relevant authorities on language governance and the building of a science and technology discourse system, publishes policy interpretations and international updates through academic public accounts such as “Terminology Policy and Planning Research” and “Language Governance Newsletter”, and partners with research institutions and technology enterprises to provide terminology standardization consulting, multilingual proofreading and data resource services.
